I've a question relating to this sentence: "If instructions will not accompany the I-nine form, and the worker is not able to Call the employer, then there is absolutely no legislation prohibiting the Notary from completing the form — assuming that it is obvious the Notary is performing as an Authorized Representative, instead of to be a Notary."
